DM issues prohibitory order
ITANGAR, Jul 02: Capital Complex Deputy Commissioner Mige Kamki in an order under Section 133 CrPC has prohibited any obstructions by any individual or group of individuals to any executing agency anywhere along the National Highway or sector roads in maintenance of surface communication within the Capital Complex.
Anyone found violating this order shall be prosecuted as per law and land allotment or LPC if issued earlier shall be cancelled as per law, the other read. Further, it is also cautioned the Executing Agency concerned to obtain written approval from the DM wherever widening/ extension or diversion of road is to be carried out under whatsoever circumstances.
The order has been issued following the obstruction by certain individuals in maintenance/ restoration of damaged highway.

"As Civil Aviation Minister, I apologise to all those affected (by these incidents)," Ashok Gajapathi Raju told a press conference in Udhampur this evening.
He said "indefensible" incidents should never have happened. "Whatever has happened should not have happened...I need to get to the truth," he said while responding to a volley of questions on the two incidents.
Rijiju also tendered an apology even as he insisted that he was not aware of some others not being allowed to board.
"Air India, being a government PSU, we as ministers, have the moral responsibility if any passenger has undergone any inconvenience. We must say sorry to them on behalf of the government and ensure that such incidents do not occur in future," he told PTI over phone from Darjeeling.
Nirmal Singh, however, was unapologetic, saying he had "not misused" his status and in turn accused the pilot of misbehaving with him. PTI
APCC, Seva Dal hits out at BJP

ITANAGAR, Jul 02: The Arunachal Pradesh Congress Committee (APCC) has hit out at the BJP for campaigning with the Centre not to release funds against Arunachal.
APCC while accusing the BJP of “double standard” said that party cries about financial crisis in the state while goes to Delhi not to release funds. Treasury of India do not belong to BJP alone, APCC said while adding that the Central Govt. is constitutionally obliged to release funds to the State irrespective of party affiliation.
“MLAs should be ashamed of taking a double stand and indirectly driving the people of Arunachal to starvation, it said.

Meanwhile, Arunachal Pradesh Congress Seva Dal appealed the BJP leaders to join hands with Govt to improve financial health of the state with help from central Govt for the development of state.
While decrying the BJP demand for investigation into alleged misappropriation of funds, Seva Dal hoped that BJP state unit will work for the people of state instead of indulging in “unhealthy activities that hinder the development of the state”.
“Opposition does not mean that they should always engage in tug of war to stop the developmental activities of the state” Seva Dal said.
Seva Dal further said that it was confused by the BJP demand for stopping funds meant for the state on one hand while on the others, it was demanding declaration of financial emergency in the state. BJP is misleading the people of the state, Seva Dal said.

ITANAGAR, Jul 02: The Arunachal Pradesh Building & Other Construction Workers Welfare Board (APB&OCWWB) has been directed to undertake a special drive for registering MGNREGA workers who have completed 50 days of work in a year falling under the category of Building & Other Construction Works by the State Cabinet today.
The Board has also been directed to spend every year at least 20% of the balance cess amount at the beginning of a financial year on activities related to skill development of registered workers and their dependents.
The scope of the ‘Building and Other Construction Worker’ has also been expanded and 21 additional works which fall under the category of Building and Other Construction Work and not specifically mentioned in Section2(1)(d) of the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, are to be notified which will enable not only additional collection of cess from such works but also facilitate easy registration and welfare of workers engaged in such works.
A notice through the Deputy Commissioner would be served to all private employers/builders undertaking works costing more than Rs.5 Crore directing them to register all workers engaged by them with APB&OCWWB and to ensure that no worker who has not been registered with the Board is engaged in any construction work. Dedicated team in each district has been constituted under the Deputy Commissioners for monitoring obligations of the employers such as providing drinking water, temporary living accommodation, cretches, latrine and urinals, first aid facilities and canteen etc. at work sites, informed, Bamang Felix, Government Spokesperson.

Cardamom suckers, betel nut saplings or tea saplings are not freebies, but distribution of such items are sincerely intended at helping the people attain self sustenance at the backdrop of market centric economy, the MLA said while urging the people to walk off the beaten track for sustainable development.

Highlighting the ground realities and sentiments of the people of Pale and Daring villages (the affected landowners), the organisations in its letter to the Chief Secretary said that to ensure transparency, accountability and justice to the affected people a series of consultative meetings with the villagers of Daring and the representative of the Pale village were organised.
Giving details of the meetings the letter said that during the meeting held at Daring village in West Siang district on March 15 last, decisions were taken in support of the initiative of the central Govt and also to seek compensation in this regard. This was followed by meetings at Itanagar on May 17 and June 19 at Daring village wherein it was decided that both Togo Riba and Hengi Riba will approach the authorities regarding establishment of the firing field range and compensation to the original land owners of the affected areas.
Vodafone services to be launched in Tawang

ITANAGAR, Jul 02: Vodafone India, one of India’s leading telecom service providers, has announced the launch of its network in Tawang District. This was informed by Alok Verma, Business Head of Assam and North East, Vodafone India on Tuesday. Vodafone has now become the first private telecom operator to offer full fledged voice and data services to around 50,000 people (as per Census 2011 data) in the region.
With this launch, Vodafone has expanded its footprint in 12 districts of the state. It has so far deployed in excess of 140 cell sites across the state and continues to expand its network. Vodafone had earlier announced its network expansion to Zero Point (Nechipu), Bomdila, Rupa, Tenga, Along, Basar and Daporijo in Arunachal Pradesh, and with this further expansion in Tawang Vodafone would now cover approximately 460 towns and villages and more than 31 percent of the population in the state.

Hetlong – a village under Jairampur sub division of Changlang district inhabited by Tangsa tribe can be reached only on foot by marching 2.5.kms from the Trans – Arunachal highway. To reach the village, one has to cross the Namchik River using the narrow hanging bridge.
The 153 national highways had constructed a R.C.C bridge (abutments have started collapsing soon after its inauguration) on Namchik river on Jairampur – Nampong stretch. The old bailey bridge is now abandoned. This abandoned bridge can easily be salvaged in the upstream of the same river to reach Hetlong village.
Due to communication bottleneck, the villagers have not been able to cope up with rest of the state. Though the rest of the district has done remarkably well in terms of cultivation of commercially important crops like tea, rubber and rearing live stocks, the village is still away behind.

The marathon marked the 51st birth anniversary of Dera Natung, the former Education Minister who died in a chopper crash on 8th May 2001.

According to stress distribution characteristics of flexible pavement layers, the top layer must be designed to be strongest as highest compressive stresses are to be sustained by this layer i.e. traffic and varying weather conditions but what has been done was just the opposite here at capital city. Thick Bituminous binder and surface course should have been provided. Curing period of Bituminous surface should not be neglected. And also, design and planning of Drainage System should be laid out properly which is the main cause of undulation of bituminous surface due to clogging of water on the pavement surface.
As, the saying goes, “a man learns from his faults” , just a small suggestion, that it is possible to resort to “milling and recycling” technique and utilize substantial portion of damaged bituminous pavement layers.

I would like to have the attention of the concern administration regarding the regular confrontations and disturbances that residents of Tigdo (Doimukh) are facing on a daily basis because of the miscreants.
Tigdo area in Doimukh is one of the most vulnerable places, which is hunt of these unknown mischievous youths who always come to the area and pollutes the environment.
Mostly during the evening period this area under the bridge of railway track which is adjacent to Doimukh Sunday market is filled with numerous groups and youths who drink alcohol and use drugs and litters dendrites all over the area, which cannot be described in this mere words.
My request to the authorities and the concern administration is to have daily patrolling of the area. The youths are not only polluting the area but also influencing the school going children who passes through the area.

Helmets for all
Dear Editor,
One hails the Madras high court’s decision for making helmets mandatory from July 1st and the sales of helmets is on the rise. Though wearing helmets has been made mandatory for the rider and the pillion, but we often see a family of four i.e. parents and their two kids travelling on bikes. Like adults, children/kids to are equally prone to accidents. So will manufacturers now start making smaller size helmets for kids too? The law is not clear on whether it is mandatory for kids too to wear helmets. The concerned authorities should kindly clarify.

Through your esteemed daily paper, I would like to draw the kind attention toward the poor BSNL services in Tafrogam, an interior village under Lohit.
People correspond through cellular phone because it is easiest mode of communication in the present times. It is helpful in emergency cases and urgent work as well.
However, the network at Tafrogam and Khoraliang is so poor that it is frustrating especially in emergency cases.
When we call someone from the village, we have to dial 15-
Therefore, I request the concern authority to look into the matter seriously so that best network service is provided to Tafrogam as soon as possible.

School fees is unjustified
Dear Editor,
Being an aggrieved parent I would like to bring to the notice of Higher Authorities
of School Education regarding collection of Rs.220/-
As per Right to Education (RTE) Act, any unauthorised collection of fees from students is prohibited. I, with folded hands appeal to the concerned authorities to kindly look into this matter so that children of poor people like me don’t get punished for not paying examination fees. If Government Schools starts collecting fees from poor students then it will be a total failure of RTE Act in our State where it is being said that RTE Act is being fully implemented in letter and in spirit.
I sincerely do hope that this appeal gets the right kind of attention from higher authorities.
